Introducing the Barnwood Community Partnership (by Peter R Barnes, secretary)

Community Partnerships are a new way for people to have a say in building communities. They are a non-political way to meet with Police, local government, their agencies and providers of contract services. They help rather than replace local councillors so that living in a better environment is not just a question of luck so much as your own hard work. The Barnwood Community Partnership was formed last March and since then has worked with the police to reduce vandalism, unruly behaviour and make our streets safer. We are applying to the police for a control order to make public drinking more difficult, whilst working to provide facilities where young people can “hang out” and socialise instead of gathering in gangs on street corners. We apply for grants to make Barnwood even more pleasant and safer. Together with the Hucclecote Community Association (HCA) we applied, but failed to win the grant of £100,000 (“section 106 Funding”) to improve the King George V playing field (KGV), but we did get £5000 to improve the playing surface so the local sports clubs can use the field for at least another season. We won £170,000 for improving Coney Hill park and are working to help solve the problem of finding the best site for the skate park We and the HCA are currently applying for £220,000 of Lottery funding to develop the KGV into a viable community facility, and are actively seeking yet further funding. We will certainly ask you to tell us how best to spend this money when we get it! We have only been running for a few months but there is lots going on. Soon we will have our own website and we expect our newsletter to “hit the streets” in February---in time for our first AGM in March. Bridge to Nowhere update by County and City Councillor Phil McLellan

I have been one of the city councillors for this part of Gloucester for many years and was elected as a county councillor for Barnwood Ward in 2005. I used to work locally at British Energy and still live in the heart of the ward. Can I thank Barnwood News for giving me a chance to write and update local people about the planned opening of the “bridge to nowhere” on Lobleys Drive I know only too well about traffic congestion in our part of the City and perhaps the most common question which I am asked is “when will Lobleys Drive route to Brockworth be opened?” this one issue has blighted traffic control measures on North Upton Lane, Abbeymead Avenue and Barnwood Road for too many years. There is now light, not at the end of the tunnel, but on the bridge. Work is on going on Lobleys Drive and on the new Coopers Edge housing development to enhance the roads. The contract to provide traffic lights at the Lobleys Drive / Abbeymead Avenue junction will start as soon as a major power cable has been relocated. The target date for opening the bridge remains September this year, but there have been so many false dawns we will see. I will do my best to keep all concerned to this timetable. This opening should provide some relief on local roads, but it is worth remembering that 2600 homes are being built on the old airfield, which, will in time, bring increased traffic from Coopers Edge. There are also plans to widen parts of Abbeymead Avenue and Metz Way for buses but this work will not start until probably after Lobleys Drive is opened. Recycling in Barnwood

As a City Councillor for the Barnwood Ward one of the questions I am asked most often is: why can’t we be on the green bag garden waste recycling scheme? The council rolled out this recycling service to a large part of the city but by nowhere near the entire city. One part of the ward of Barnwood was included while the other part was not, which has caused much confusion. However, in the meantime we have moved to the new Streetcare Partnership with Accord. Recycling targets under this contract are far more ambitious and new ways of doing things had to be looked at. This summer, green wheelie bins for garden waste will be rolled out to all houses in Gloucester that need one and can cope with one. Green bags were found not to be ideal as they had to be carried or dragged and dragging shortened their lives. Those of us not already on the garden waste collection will have to abide by the closed lid policy i.e. your bin will only be collected if the lid is closed and side waste will not be taken. I am not on the garden waste collection yet but I recycle as much as possible and the only reason I would not have a closed bin is because it contains garden waste! Published performance for recycling always looks poorer than the current levels actually being achieved. This is because figures are reported annually so can be very out of date by the time the next report is due. The reality is that a few years ago the recycling rate was only 7%. We have raised this to 22% already and the target for next year is 50%. As well as garden waste recycling we will be introducing cardboard and plastic recycling. At present you can do this at local supermarkets but as many of you will know, the containers are often full because there is so much demand. Then eventually we will introduce kitchen waste. We have invested heavily in the Streetcare Depot to ensure all this extra work can be handled and the various recycling schemes will be started as soon as the deport is ready to cope. If we don’t recycle we will be turning our backs on the environment and creating an even bigger problem of landfill. We will also all have to pay large increases in council tax as any council who does not recycle will have to pay huge penalties. Finally, an interested fact about can recycling - glass bottles, cans, plastic milk bottles, paper and clothes are already collected weekly. Cans will be collected whether or not they are crushed. Please avoid crushing wherever you can as it makes the sorting easier. This is because some cans are aluminum and some are steel and crushing makes some stick together.
